 “China MBA Teachers Development and School-running Capabilities Construction Plan” project (hereinafter referred to as “Plan”) is launched by China National MBA Education Supervisory Committee, and it is a commonweal project supported by the Singapore Temasek Foundation and Western China Human Resources Development Foundation. The Plan focuses on establishing the partnership between the aiding colleges and assisted colleges to help the assisted colleges in China western provinces can complete the MBA teachers and deans training, improving the MBA teachers’ level and school-running ability, and constructing the MBA education project with high level ad quality. It hopes to make one unit guide a whole area, to drive the development of other management colleges in that area, and to cultivate more excellent talents with high quality and quantity for the promotion of China western economic development and enterprise management level.

 

The aiding college -- Shanghai University of Finance and Economics and the assisted colleges – Zhejiang Gonshang University and Xinjiang University of Finance and Economics participated in the entire process of “Plan” implementation, and during such a period, three parties carried out the exchange of demonstration lecture and expanding cooperation case development channels, which has effectively promoted the business education development of each colleges. With the approaching of “Plan”, each party stands from the present and looks to the future, the Dean of Business School executed a deep discussion around the business education and innovation development pattern.

 

In September 2011, Shanghai University of Finance and Economics was successfully selected into the “Plan” project, and under the support of Singapore Temasek Foundation, the pairing assistance was provided to two assisted colleges, which are Zhejiang Gonshang University and Xinjiang University of Finance and Economics. During the project implementation process of three years, Zhejiang Gonshang University and its related parties received the strong support and guidance from China National MBA Education Supervisory Committee and the then Vice Director Dr. ZHAO Chun.

 

Since the implementation of the project, the Business School of Shanghai University of Finance and Economics has carried out the demonstration lecture by dispatching excellent teachers to the assisted colleges, and received the teachers of the assisted colleges to visit, learning and expanding the cases development channels, etc. in our college, so as to help the assisted colleges establish MBA education project with high teachers level and education quality, and we stand from the present and look at the future to drive the development of other management colleges in other regions and to make more contributions in cultivating business talents, business studies, leading businessmen, constructing and spreading the modern business civilization.

 

During which, Shanghai University of Finance and Economics starts from each link of MBA education, constructs the cooperation and exchange platform for two assisted colleges in many forms, and helps them improve their MBA teachers development and teaching capability. Within three years, Shanghai University of Finance and Economics has sent 12 person times of demonstration lecture delivering teachers, and at the same time, it has received 30 teachers of the assisted colleges to learn in Shanghai, and the communication and exchange activities have been executed about 20 times. At the same time, Shanghai University of Finance and Economics has also enhanced the passion of teachers for advanced studies in cases teaching and development and promoting the latter to keep breaking through and perfecting their education and teaching methods by inviting the teachers of the assisted colleges to participate in the cases education seminar. All teachers for advanced studies are required to complete the formulation of one course outline and the development of an Asian case, partial good cases shall be published through incorporation, and shall be the important reference for the teachers of three colleges and domestic business schools in developing the cases teaching. In addition, Shanghai University of Finance and Economics has initiated the project communication meeting of three colleges actively, and it has expanded and deepen the project communication scope to the administrative management personnel of each college, engaged the management personnel of the assisted colleges to participate in the daily teaching management links of Shanghai University of Finance and Economics such as MBA project pre-interview admissions and thesis defense etc., then the MBA talents cultivation and school-running capability of the assisted colleges has been improved continuously on this basis. It should be emphasized that Shanghai University of Finance and Economics sticks to extend business studies, driving regional economic and cultural development and promoting harmonious development of commercial civilization as the duty during the school running process, this construction and development concept has also been presented deeply during the implementation process of “China MBA Teachers Development and School-running Capabilities Construction Plan”, the horizontal topic research of Manpower Fusion Type Management System Construction in Western Region of Northern Xinjiang, which is participated and started by teacher Chen Zhijun, and the topic of Standardized Management Research on Xinjiang Recognition Activities for Rating Meeting the Standard, which is undertaken by Shanghai University of Finance and Economics and Xinjiang University of Finance and Economics, will have large social effect on the economic and culture development of Xinjiang and the whole nation in the near future.

 

The implementation of “China MBA Teachers Development and School-running Capabilities Construction Plan” is conductive to the communication of different business schools and different regions, it also has positive effect on improving the teachers’ level and school running capability in domestic business education, and it also provides strong and reliable link for the resource integration and information share among brother colleges. In the future, Shanghai University of Finance and Economics will still drive its MBA education courses system and teaching system reformation continuously and reliably, it will unite various colleges of finance and economics at home to create the win-win business studies development environment and develop a new chapter in the business education.

 

In 2012, Zhejiang Gongshang University MBA School was successfully selected into “China MBA Teachers Development and School-running Capabilities Construction Plan” project based on its features of college of finance and economics as well as its location in Zhejiang Province universities and colleges, it indicates that Zhejiang Gongshang University has been concerned and accepted by all sectors of the society since the establishment of MBA in 2004.

 

Under the proper arrangement of China National MBA Education Supervisory Committee, Zhejiang Gongshang University and Shanghai University of Finance and Economics have forged into alliances. On the basis of completing the regulated actions of the project with sufficient quality and quantity, by combing the actual condition of two universities, the communication and learning of many aspects have been carried out. In the frame of the project, Zhejiang Gongshang University MBA School participated in overseas deans training for one time and three times domestic deans training meetings; 15 excellent MBA teachers have been dispatched to Shanghai University of Finance and Economics for advanced learning; 6 times demonstration lectures executed by Shanghai University of Finance and Economics in our university have been organized. Other than the regulated actions of the project, the universities and colleges which participate in the project also organized twice employees’ exchange visiting in Shanghai University of Finance and Economics so as to improve the qualification of the employees.

 

Through the exchange learning of multi-aspects, the School has obtained rich achievements, especially in the aspects such as enrollment, teaching level, international certification, case library construction etc.. In the aspect of enrollment, after 2 years of implementation of “Plan”, the examinee quantity of MBA enrollment application on the Internet in autumn of 2014 was increased by 45.4% to 2012, and the examinee quantity of site confirmation was increased by 53.6%; the examinee quantity of reaching the line actually was increased by 26.1%. in addition, by referring to the reexamine way of Shanghai University of Finance and Economics, out university has optimized the reexamine process, and the special reexamine cases have been developed by the teachers of our university so as to achieve further promotion in reexamination function in ensuring the MBA enrollment and admission quality; in the aspect of teaching, teachers who have finished the further learning have improved the course system and courseware, they have introduced the advanced teaching concepts and teaching experiences to our university, thus the course is more vivid, the cases are more new, and the teaching patterns are much diverse, students can also achieve more. The newest teaching assessment indicates further improvement of the teachers with advanced learning on teaching regulations, teaching contents, teaching effects and comprehensive rating by comparing with that of the students of previous years. In the aspect of international certification, the international certification is considered as the tongs of MBA project development, which can promote the standardization and internationalization of the MBA project operation. With the development of “Plan”, with the assistance of Shanghai University of Finance and Economics, the School combs its own current advantages and disadvantages, the School has learned the preparation of the early stage of the certification, and has achieved valuable certification data experiences, and has laid firm foundation to the certification in the future. In the aspect of cases development, be referring to the experience of Cases Center of Shanghai University of Finance and Economics, the School has set up the Management Cases Studying Center of Zhejiang Gongshang University. In this year, two cases written by the teachers of Cases Center have been selected into the national fifth top one hundred excellent management cases, which make cases of our university selected into top one hundred excellent cases reach 8. With the leading of Shanghai University of Finance and Economics, three universities selected the excellent cases and published the Training Patter Reformation for Finance and Economic Type Innovation Talents – Teaching Cases Set. 9 excellent cases written by the teachers recommended to participate in the training have been published by the Machinery Industry Press, as the results of “Plan” of Asian Enterprises Practice – China MBA Cases Construction Quotations (the third and fourth volume).

 

In the process of receiving assistance, Zhejiang Gongshang University MBA School has achieved a lot, it has clarified the target of “cultivating excellent Zhejiang business and assisting social development”, a new round of cultivation scheme reform has been started, and the AMBA international certification has been applied for in good time, and at the same time, the experience of the project has been shared to other brother universities in Zhejiang Province.

 

Although “Plan” has entered into the end, the cooperation and mutual development of Zhejiang Gongshang University and Shanghai University of Finance and Economics will not end. On the basis of current cooperation, various universities of finance and economics which participate in the project have set up the systems such as resources sharing and non-scheduled communication etc., through the school running is different regions and different features, the project development experience shall be shared so as to promote the development of China business studies education.

 

 “Plan” was started and implemented in September of 2011, the project implementation plan formulated by China National MBA Education Supervisory Committee has clear targets, strong leading power in project implementation, suitable organization and strict management, especially the patient guidance and assistance of Director Zhao Chunjun and teacher Wang Ping of the project guidance committee, as well as the regular inspection organized by the project have ensured the smooth implementation and good effects of the project.

 

In three years, our university has sent 20 people to participate in the training (including 2 deans, 15 MBA teachers, 9 managers of MBA and EMBA), we have assisted the excellent teachers dispatched by Shanghai University of Finance and Economics with the whole guidance. As of August 31, 2014, our university has completed all planned works in the meeting note of three universities meeting start. The entire project has good implementation, and the participants and universities of whom have achieved a lot.

 

Close partnership has been established among Xinjiang University of Finance and Economics, the adding university – Shanghai University of Finance and Economics and the assisted university – Zhejiang Gongshang University in the support activities, and based on the features that our university is the university of finance and economics located in northwest area, our university sticks to serve for the development of Xinjiang, and deeply digs and sets up the brand differentiation of our university for the strategic location of China moves towards Central Asia, and sticks to go along the distinctive development road.

 

With three years’ support, we have straighten up the idea of internal management system, operation mechanism and connotative development and promoted the entire teaching level of our university, especially MBA, EMBA project teaching and project management level, they have been promoted obviously. Through the exchange learning of teachers, the level of cases teaching and cases development have been promoted.

 

In order to improve the regional impact and emissive power of our university, our university has signed contract with Kazakhstan Saifulin Agricultural Technology University to develop the enrollment and cultivation of MBA and EMBA in Central Asia area. In three years, we have shared the enrollment and cultivation experience of MBA by sending out working teams with Xinjiang Shihezi University and Xinjiang University so as to improve the development of MBA in western area together; teachers who finish the advanced studies actively participate in MBA teaching activities of our university, and they have promote their valuable advices and solutions to carry out the course design and cases teaching experiences sharing meeting, academic forum and the teaching reformation activities of our school.

 

We believe that by using the platform of three universities cooperation and communication set up in “Plan”, exploring the feature differentiation development of various universities of finance and economics, the approaches and patterns of resource sharing and cooperation among eastern and western universities and business education resources among provinces and cities, by developing the cases research and MBA cases teaching of multi regions together, we will achieve the effective integration of eastern wisdom resources, operation and management experiences with the western business opportunities, and the MBA educational business of our national will be pushed into the new step.
